Sinikka Salo, Ph.D, Doctor of Dental Sciences, Leader of Change in reforming social welfare and healthcare in Finland, Ministry of Social Affairs and Health, Finnish government. Dr. Salo started to work as the Leader of Change in reforming social welfare and healthcare in Finland at the Ministry of Social Affairs and Health in April 2016. Her mission is especially to support the national reform to be realized at the county level according to the national legislation. Previously Dr. Salo has served as the Deputy Mayor in the City of Oulu during 2009 up to 2016. In Oulu, she was responsible for social welfare and healthcare. Her special interest was to support development of digital services to citizens as well as to promote eHealth ecosystems. Since 1991, Deputy Mayor Salo has held a number of leading positions in municipal and governmental organizations. She has also worked as researcher at Oulu University (1983-1991 and 2007-2009). Dr Salo is a sought-after lecturer both in Finland and abroad, and she has published more than 70 scientific or popular articles. During 2015 to February 2016, Dr Salo was working as a Team Leader of an EU-funded Project ‘Strengthening and modernizing forensic services in Kosovo’. In 2005-2007, Dr Salo worked in Sendai, Japan, as the director of the Research and Development Unit of Sendai-Finland Wellbeing Center.
